This paper analyzed the general laws and changes of sports betting lottery and how the general law could put for-ward the relative policies. Furthermore, it studied the positions and relations of football, basketball, table tennis, volley-ball and horseracing in the lottery categories. It also put forth that the market influences of different sports events were the bases for the launch of sports betting lottery. Even though there were risks of gambling for sports betting lottery, an “ide-al type of sports betting lottery” was possible.
