This paper reviews the Public -Private Partnership （PPP） literature from three the authors point out that the reason for the differences among the definitions are that the foreign scholars havent yet formed a unified understanding of the PPP; moreover the paper it is essential to conduct research based on the contract characteristics of PPP.
