It has been a common sense that tourism can promote the development. With the development of urban tourism in Shanghai, there appear a lot of inharmonious things and side - effects, especially the protection of the local residents is imperfect which may baffle the sustainable development of tourism. In order to realize the harmonious development of urban tourism in Shanghai, the paper introduces the theory of development of local residents＇ participation by constructing the harmonious tourism city.
