The article analyzes the change of the international incentive system for agro-innovation from the view of the agro-innovation goal change and technical innovation characteristics during the periods of fertilizer agriculture, biological farming and eco-agriculture. At the same time, the article puts forward some advices on constructing domestic incentive policies of a modem agro-technical innovation from the aspects of friendly environments, resources conservation and food safety.
