本文在乡镇政府目标责任考核的委托一代理情境下,识别了乡镇政府领导的自我呈现、率先垂范和请求帮助等三类印象管理行为,通过面向乡镇政府领导的问卷调查和统计分析,发现问责对这些印象管理行为有显著的正向影响,同时组织政治知觉对自我呈现和率先垂范的印象管理行为具有显著的负向调节作用。研究表明,目标责任考核的实施效果受到组织内部政治行为的影响,需从改进其机制设计入手有效地约束和控制政府行为。
The paper identifies the three impression management strategies of township leaders as self-promotion, exemplification and supplication under the context of township-level Target-based Responsibility System, and hypothesizes and tests the relationship between accountability and impression management as well as the moderating effects of the perceptions of organizational politics ( POP ) on that by the survey data. The findings show that there are positive correlations between accountability and all the three sorts of impression manage-ment behavior, and the POP moderated the relationship negatively between accountability and self-promotion as well as exemplification. It means that the effects of the Target-based Responsibility System are affected by organizational political activities significantly, so that it should be improved in aspects of mechanism design to restrain and control government activities effectively.
