首先通过回顾珠江口湾区（或相似概念）的相关研究,总结它作为跨界合作区、新兴经济区和核心功能地区的多层次功能内涵,指出实现多层次功能内涵意味着对区域协调规划的更高要求。随后,从珠江口湾区发展目标的多层次性、行政区划的复杂性、规划效果的不确定性等因素,提出构建一个综合性的思维框架,从时间、空间、各专题研究间协调等角度思考和建构科学有效的区域规划系统,实现珠江口湾区丰富的空间内涵与可持续发展。最后,通过珠江口湾区交通规划案例,说明如何在本文提出的思维框架下探讨某一具体规划对区域发展过程的复杂影响。
英文摘要：
As the literature on the Pearl River Estuary Bay Area shows,this area has a multi-level functional connotation that consists of cross-border cooperating area,newly developing economic area and core functional area.In consideration of the impactions by the complex administrative divisions of this area and the uncertainty of the planning effects,we suggest that the regional planning system should be reconstructed on the basis of the harmonizing from the aspects of time,space and differences between special subjects.
