目的了解新医改形势下乡村医生的收入补偿现状,探讨薪酬分配中存在的问题并提出对策建议。方法按照分层随机抽样的原则,选取山东省134所村卫生室的621名乡村医生作为问卷调查对象;选取14名乡村医生作为访谈对象。2012年7月,采用自行设计的《乡村医生调查问卷》和《乡村医生访谈提纲》进行定量调查和定性访谈,调查内容主要包括乡村医生的收入补偿现状、补偿标准、方式及存在的问题等。结果乡村医生的收入包括基本公共卫生服务补助、基本药物补助和一般诊疗费三部分,存在公共卫生服务经费发放标准不明确且不到位,基本药物补助方式不合理、水平低及一般诊疗费用补偿滞后等问题。结论目前乡村医生的收入补偿现状不尽如人意。建议相关部门把握乡村医生的利益诉求,完善信息网络建设,建立合理的收入补偿机制,进一步明确基本公共卫生服务的发放标准,结合乡村医生的实际情况,完善基本药物补助的方式,保证一般诊疗费的及时到位。
英文摘要：
Objective To understand the present situation of the income compensation of rural doctors under the new medical reform,discuss the existing problems in the salary payment and put forward countermeasures.Methods Using both qualitative interview and quantitative research ways and stratified random sampling method,in July 2012,621 rural doctors of134 village clinics in Shandong were investigated by Rural Doctor Questionnaire about the income compensation status,compensation standards,ways and problems; 14 rural doctors were interviewed by Rural Doctor Interview Outline.Results Rural doctors＇ income mainly included the basic public health service subsidy,essential drugs subsidy and diagnostic fee.The problems existed in many aspects： granting standard was indefinite and service fund was insufficient,subsidy ways of the essential drug were unreasonable and low,general treatment fee compensation was not timely.Conclusion Rural doctors are not satisfied with the current income and standard of compensation.Related departments should pay attention to the interest demand of the rural doctors,perfect the construction of information network,establish reasonable income compensation system,clearly confirm the granting standard of public health service and considering practical condition of the rural doctors improve the basic drug subsidy ways and ensure general fee compensation to be reached on time.
