Municipal planning is an important solid waste management （MSW） part of urban environmental planning to provide guidance for urban waste management. We propose an optimized framework for MSW treatment and integrate it into MSW planning, based on life cycle analysis and recovery rate assessment with Beijing as case study. The results showed, the environmental impact of planning was 22% lower than the present and the recovering rate was 60% higher, which indicated the planning was effective in optimization.
