本文从城乡一体化的视角对宁波城乡社区教育公共服务现状和制约均等化的制度因素进行了分析,提出实现城乡社区教育均等化目标,应以保障、评估、激励和约束机制为正式制度创新,以完善公共服务体系和发展规划为非正式制度创新,以完善利益表达和舆论宣传为外部环境优化策略.
From the perspective of urban-rural integration, this paper analyses the service status of the urban and rural community education in Ningbo and the restricted factors of equalization, and then raises the realization objectives of equalization of rural and urban community education. In the end, it comes to the conclusion that is necessary to take strategies of protection, assessment, incevtive and restraint mechanisms of the public service system as formal innovation, to develop plans for unofficial innovation, and to perfect the public opinion and propaganda as an external environment.
