从2007年以来,城乡学生对国家资助体系的反应差异日益明显。根据统计分析可知:城乡学生在贫困生认定、资助方式和助学金效果等方面的认识存在显著差异,资助公布方式无显著性。对此,需要构建多层次资助认定体系,从无偿模式向有偿模式转变,规范资助工作流程,保证资助前提公平、资助实体公平和资助程序公正。
Since 2007, there is an increasing discrepancy in terms of the reactions to the national financial aid system of the students from rural and urban areas. Statistics indicate that there are noticeable differences in the aspects of poor student assessment, financial aid methods, and student subsidy effects, while the manners of financial aid publication are not significant. Therefore, a multi-leveled financial aid assessment system should be developed, the gratuitous aid methods should be rendered compensational, and the preconditions, beneficiaries and proceedings of financial aid must be fair and square.
