针对新疆冰雪资源集聚地在进行冰雪旅游深度开发时所面临的同质化竞争难题,本文建立了以重点冰雪资源集聚地为焦点的区域竞合博弈模型,得出的结论是：在无政府参与下,各旅游地的最优选择是实施区域合作战略;在政府参与下,政府的最优选择是制定最佳的税费政策以使社会福利最大化。最后,基于本文的结论与新疆冰雪旅游开发的现阶段状况,本文提出了＂政府主导,区域合作＂的政策建议。
英文摘要：
Aiming at the dilemma of homogeneous competition among ice-snow resources congregations in Xinjiang when deeply exploiting the ice-snow tourism, this paper establishes a regional cooperation-competition model focusing on the key ice-snow resources congregations, and the conclusions are： without the government involvement, the best choice of tourism destinations is to carry out regional cooperation strategy; with the government involvement, the best choice of government is to make an optimal subsidy policy so as to maximize the social welfare. In the end, based on our conclusions and the current situation of ice-snow tourism exploitation in Xinjiang, we propose policy suggestion of ＂government-led, regional cooperation＂.
