The paper is taking Shenyang area as an example, paddy water requirement forecasting model is established base on GM （ 1, 1 ） model and method of two times fitting parameters , revising the difference by time series analysis method, the result is better. Through studying for systematic model, the study give out scientific basis for making the scientific water - saving irriga- tion system and regional water - saving planning of irrigation.
