英文摘要：

This paper analyzes the disconnect between the existing rapid response system for emergency decision making and the existing information system, points out that these two systems are actually interdependent, mutual support and close together, only closely to ensure scientific decision making and rapid response to emergencies. In order to ensure the information system can be adapted to support rapid response of emergency decision making,the characteristics of information system based on emergency are built. The information system for rapid response of emergency decision making is defined as a new information system which consider big data as the foundation, propose information technology as the driving force, adopt information flow control as strategy and aim emergency decision making as a goal. Then, the model of information system is constructed from three aspects include the organizational structure, functions, and the relationship of organization function.
