“一带一路”建设以及新型城镇化推进机制与改革发展是“十三五”规划两个重要内容。两大战略一个立足于构建对外开放格局,一个立足于国内区域发展新布局,两者以何种机制结合等一系列问题引起了广大学者的关注。整合分析两大战略之间关系可知,两大战略的互相影响主要集中在“一带一路”沿线国家城镇化水平对“一带一路”的国际合作推进的影响;分析“一带一路”沿线重点区域及部分国家城镇化发展状况可知,中欧城镇化合作是“一带一路”沿线国家城镇化合作重要机制;从城镇化动力来源的两个主体——政府与市场这两个视角可以探讨两大战略的结合路径。通过现有文献资料的综述研究可知,从国际角度来看,“一带一路”本质是基础设施建设,而基础设施完善也是城镇化问题的重要部分;从国内研究来看,中小城市如何融入“一带一路”建设应该作为研究的重点;要加强“一带一路”沿线国家与中国的省、市城镇化合作;妥善处理“一带一路”国内沿线城市的产业转移问题。

英文摘要：

Promoting ＂the Belt and Road＂ construction and confirming the practice mechanism and reform orientation of new-type urbanization are important tasks in ＂the 13th Five-Year Plan＂. The two strategies respectively target at building new opening-up pattern and making a new domestic layout for regional development. Thus, a series of issues for combining the two strategies have aroused the attention of some scholars. In this thesis, the author discussed relation between the two strategies, and worked out that their mutual influence mainly manifests in the influence of urbanization levels of countries along ＂the Belt and Road＂ on international cooperation along ＂the Belt and Road＂ ;The author analyzed the urbanization levels of key regions and countries along ＂the Belt and Road＂ and put forward that partnership with Central Europe in urbanization is an important cooperation mechanism to promote urbanization along ＂the Belt and Road＂ ; In order to learn how to make ＂the Belt and Road＂ initiative motivate new-type urbanization construction, the author further discussed ways to combine the two strategies from two perspectives, the government and the market, which are also major driving forces for ur- banization;After making a comprehensive literature review, the author proposed four opinions. First, from interna- tional perspective,＂ the Belt and Road＂ initiative is about basis infrastructure construction, while infrastructure improvement is a key task of urbanization;In China, more studies focus on measures to help small and mediumsized cities join ＂the Belt and Road＂ construction;Cooperation between countries along ＂the Belt and Road＂ and relevant Chinese provinces and municipalities on urbanization should be strengthened;The issue of industrial transfer faced by Chinese cities along ＂the Belt and Road＂ should be handled in an appropriate way.
