In China, various historic cities occupy nearly half of the country＇s cities in total. According to the national goal of low-carbon development for the year of 2020, all cities should accord with this national strategy, including those historic cities. This is a challenge for the traditional approaches of heritage conservation. This paper proposes that a new regulation system and planning/design model should he established to meet the challenges by the use of ancient Chinese urban wisdom.
