区域控制偏差评价标准(BAAL)是北美电力可靠性委员会(NERC)新提出的控制性能评价标准,已在北美各大电网开始试运行,但国内对此鲜有研究。该文介绍了BAAL标准的基本原理,对比分析了BAAL标准与控制性能评价标准(CPS)中的CPS2标准的差异性;提出了考虑BAAL标准的控制区二次调频容量需求预测新方法,并探讨了最大允许越限时间、安全裕度和CPS2补充约束对控制区二次调频容量需求的影响;最后以上海电网为例进行了仿真分析,结果验证了该方法可将控制区预测的二次调频容量需求减少5%以上。
The balancing authority ACE limit (BAAL) standard is part of a new set of control performance standards proposed by North America Electric Reliability Corporation (NERC) , which is currently under field trial in North America. However, this standard is rarely researched in China. This paper introduces the characteristics of BAAL standard and compares it with the CPS2 standard of Control Performance Standard (CPS). A new approach is then developed to forecast the regulation reserve requirements based on BAAL standard, and the influences of maximum allowable cross-limit time, safety margin and CPS2 supplemental constraint are analyzed. The results of simulations based on Shanghai power grid confirm that more than 5% reduction of regulation reserve requirements is realized compared with the traditional method.
