Starting from the angle of strategic management and taking the regional sustainable development as the basic principle, this paper discusses the development and utilization of mineral resource and the internal function mechanism of the regional sustainable development so as to seek the way of strengthening the basic theoretical research of mineral resource appraisal and the development in the regional industrialization process, realize the basic task of alleviating the tense contradiction between land and people and keep the region＇s economic and social sustainable development, which is also the goal and significance of mineral resource strategy appraisal. Based on the basic principle of mineral resource strategy appraisal, the paper constructs the mineral resource strategy appraisal analysis frame and the target system. By analyzing the present situation Xinjiang＇s mineral resource, it appraisals the overall superiority and the competitive power of Xinjiang＇s mineral resource, obtains the overall appraisal conclusion and puts forward the corresponding policy proposals.
