英文摘要：
The Herfindahl Hirschmann Index （HHI） has been widely used to measure market concentration for the antitrust enforcement purpose. However, it is well realized that HHI may fail to measure market power in presence of geographic and cost differences between suppliers in restructured electricity markets. This paper proposes an extension of HHI for electricity markets using a loeational marginal pricing mechanism and demonstrates the capability of the index to predict market power in many markets based on non- cooperative game theory models.
