在对狭义科技进步的模式、动态性质及其对经济增长影响方式和实现形式进行理论研究的基础上,将总生产函数分解为普通生产函数和科技进步生产函数,建立相应模型,分析科技进步贡献率的影响因素。研究认为:扩大经济规模和提高发展质量不一定能实现同步;加大研发投入数量、提高各类劳动要素和研发资金投入产出弹性有助于提高科技进步贡献率;研发资金与研发劳动投入要协调增长;提高劳动者和研发人员素质,可以降低普通产出增速并提高科技进步产出增速;科技进步能否有效持续开展需要考虑投入产出效应,科技进步贡献率在相关条件下存在最小值范围。
On the basis of theory research in the mode, dynamic properties, impact on the economic growth and realization form of narrow sense science and technology progress, the corresponding model was established. Further affected factors to technology progress contribution rate are analyzed through the total production function decomposition for general pro- duction function and the progress of science and technology production function. Result is that: expansion of the economic scale and improvement of development quality may not be able to achieve synchronization; to increase the quantity and growth of R&D investment, and to increase the output elasticity of all kinds of labor factor and R&D capital is helpful to improve the contribution rate of scientific and technological progress; R&D funds and labor input should be increased coordinately; to improve the quality of laborer and R&D personnel can reduce the general output growth and increase techno logical progress output growth; whether the progress of science and technology can carry out effectively depends on the in- put-output effect; contribution rate of technological progress has its minimum range in related conditions.
