在厘清地方政府在土地市场体系中职能定位的基础上,分析了地方政府对土地市场的管制可能产生的各种影响。研究结果表明,在现行土地市场体系中,政府既是规则制定者,又是市场参与者,还是市场管理者;政府管制对土地资源配置、经济发展、社会公平产生显著影响。未来土地市场与政府职能的关系调整,应着眼于市场在配置资源中的决定性作用。要从坚定市场化改革方向、突出土地利用规划引导、完善城乡地价管理制度体系、改革土地收益分配机制、强化土地权属管理制度等方面加大力度;政府准确定位自身职能,发挥自身在土地市场体系中的制度供给、市场治理和利益协调等功用,特别是政府应尽快构建和完善城乡统一的建设用地市场的体制机制。
Based on the clear positioning of governments in land market system and the analysis of the various effects of government regulation on land market, this paper presents the findings as followed: in current land market system, governments undertake the responsibility of rule-makers, market participants and market supervisors, who exert a significant impact on land resources configuration, economic development, and social equality. In terms of the future adjustment of relationship between land market and government functions, the key is to focus on the decisive role of the market in land resource allocation. In this respect, more efforts should be paid to staunch the market-oriented reform, highlight the land use planning guidance, improve urban and rural land management system, reform the land income distribution mechanism, and strengthen management systems in land tenure. It is also suggested that governments fully perform functions in the institutional supply of land market system, the market governance and benefit coordination and in particular build and improve a unified construction land market system and mechanism as soon as possible.
