场(馆)运营改革过度市场化主要表现在场(馆)服务价格难以体现公益性、服务项目和资源配置未能考虑公共利益、场(馆)管理机构被推向市场、创收成为主要筹资渠道等方面;造成场(馆)过度市场化的主要原因包括曲解场(馆)市场化改革价值导向、地方政府财权与事权不匹配、政府监管缺位、激励评价机制不完善、公众难以参与场(馆)运营决策和场(馆)公共服务标准尚未建立等方面;场(馆)过度市场化造成的危害主要表现在个人体育支出急剧攀升、场(馆)公共服务的公平性受损和公益性丧失殆尽等方面。提出进一步明确地方政府职责,加大本级财政对场(馆)运行投入和对基层场(馆)转移支付的力度、逐步建立场(馆)理事会,吸引公众参与场(馆)运营决策、建立场(馆)公共服务标准,明确公共体育服务内容、完善场(馆)监管机制,场(馆)公共服务价格纳入政府定价和改革场(馆)绩效评价机制等避免场(馆)运营改革过度市场化的建议。
The result showed that the excessive marketization of venues were the high service price, the service and the allocation of resources fully didn' t concern to the public welfare, the manage organization went to market, the market became the mainly finance mode, and so on. The main reasons which lead to the excessive marketization were the misunderstanding of the marketization reform value orientation, the local government finance rights and didn't match, the vacancy of the government supervision, the imperfect of the incentive mechanism, the public didn't have the right to make a decision and the unestablished of the public service standard. The harms of the excessive marketization were the higher expenditure on fitness, the unfair of the public sports service and the lost of the public welfare. It put forward some advices that clearing responsibilities of local government, increasing the input and the transfer payment to the local sport facility, building up the council of the venues and attracting the public to the council, establishing the public service standard to definite the types of the public sports serv- ice, perfecting the supervision mechanism and supervising the price, reforming the performance evaluation mechanism to avoid the excess marketization of the venues on the marketization op- eration and reform.
