The urban-based industries is strategic resources of realizing urbans inclusive growth.Under International Context it is a survival status of an industry about metropolis in the new century.After outlines the basic theories of urban-based industries,such as the concept,the profiles of development and features,general requirements,the paper analysis the plight of the industry development in the Lanzhou City,demonstrate the necessity and feasibility in selecting development strategy of urban industry.Then,the article combine the strategy of industrial restructuring,urban renewal,landscape construction and urban competition,discuss the growth strategy of urban-based industries in Lanzhou by three subsystems： agriculture,industry and services.
