科技类评审中，如何合理地将申报项目分组以指派给相应专家评议至关重要。本文研究了科技类评审中的项目分组决策问题，在分析当前申报项目分组过程的基础上，提出了四条分组决策规则，以此为基础构建了一个项目分组决策的多目标优化模型，并开发了一个针对此类问题求解的遗传算法。算例表明，在符合给出分组规则的基础上，可以得到满意的分组结果。

英文摘要：

Grouping projects rationally and allocating to different experts is extremely important in the process of science and technology project management. The condition for allocating projects into groups in the context of science and technology project review in China is explored originally. Firstly, the process of project allocation is analyzed in detail ; then four decision - making rules for project allocation are outlined. In addition, a multiobjective optimal model for the decision - making of project allocation is constructed according to the rules and a solution algorithm based on genetic algorithm is developed. Finally, a numerical example is presented and the result shows the effectiveness of the proposed approach.
