With the developing of the globalization of economy, science and technology, supply-oriented and closed allocation of science and technology resources cannot adapt to the requirement of constructing innovative country. The concept of lead-market gives a new perspective on optimizing the allocation of science and technology resources in the context of globalization, and provides an effective guidance for promoting the development of strategic industries. This paper analyzes the basic characteristics of the lead- market, points out the deficiencies of traditional allocation mode of scientific and technological resources, analyzes the main characteristics of lead-market oriented allocation mode of scientific and technological resources, and puts forward policy measures to allocate scientific and technological resources based on lead-market.
