The definition of the scope of collective land ownership concerns the macro-level and micro-level. On the macro-level, it should follow the history continuation discipline and carry out the presumption rule of collective land ownership on rural and urban area according to constitution. On the micro-level, it should stick to the criteria between the villager group ownership and the town ownership and protect the collective dominating rural area which has been formed in the evolvement of history.
