Based on the in‐depth observation of new type of ＆quot;Industry‐University‐Research＆quot;open innovation model represented by the worksta‐tion of academician and experts ,and integrating with the theories of open innovation ,human capital and social embeddedness ,this paper proposes the embedded open innovation theory which is based on human capital ,and illustrates its connotation and denotation ,and establishes the theoret‐ical framework ,and discusses the policy implication of this theory .
