Taking 26 focus development counties and cities in Qinghai Province as studying object, based on four aspects of support ability of population and economic action holding power of resources bearing capacity of ecology environment and overall carrying capacity, the paper makes quantitative and dynamic assessment on carrying capacity of population resource and environment for every districts from the year of 1999-2012. In which we mainly applied methods of Generalization Principal Component Analysis （GPCA） and cluster anal- ysis Indexed assessment result shows that the carrying capacity of four aspects strengthened gradually in resent years, the mean of comprehensive index increased from -0.29365 in the year1999 to 0.336723 in the year 2012.
