Enlightened by Lewis Munford＇s ＂Cities are the cultural containers＂ and Marshall McLuhan ＂The Media Is The Message＂,in this paper,the movie festival is regarded as a medium of great value in culture dissemination and function in industrial economics,and the tentative plan is proposed for constructing Xi＇an International Film Festival.Argumentation has been made from its necessity and possibility,it is believed that it stands reasonable chances of constructing Xi＇an International Film Festival and has great significance in invigorating Xi＇an and even Shaanxi＇s cultural industry and reviving China＇s western films.
