渤海上京城遗址作为唐代少数民族地方政权渤海国的都城，兼具满族起源文化、渤海（海东）文化等地方特色文化内涵，宁古塔流人文化也为上京城增添了诸多历史故事与文学史料。上京城遗址保存状况较好，其完整保留了都城本体规划形制，为其进行旅游项目开发利用提供了良好的实质基础。本文对渤海上京城遗址旅游开发现状分析基础上，挖掘梳理地方特色文化，提出渤海上京城旅游开发的主题定位、构建旅游产品体系以及策划了具体的旅游产品，以期为渤海上京城旅游开发策略研究提供参考方向。

英文摘要：

The Relics of Bohai Shangjing City,as the capital of Bohai State,the local government of the Tang Dynasty,possess the local cultural connotation of the Manchu origin and the culture of Bohai(Haidong).The banished men of Ninggu Tower enrich the Shangjing City with historical stories and literary materials.The Relics of Shangjing City are in good condition,with complete retention of the ontology planning shape,providing a good foundation for its tourism project development.Based on the analysis of present situation of the tourism development in Bohai Shangjing Relics,this paper explores the local characteristics culture,puts forward the theme orientation of the tourism development of Bohai Shangjing City,constructs the tourism product system and designs the specific tourism products,so as to provide reference to study of the tourism development strategy.
