在经济新常态下,煤炭资源型省份产能过剩化解、产业结构优化升级迫在眉睫,这对转型地区的人力资源的数量和质量都提出了更高的要求,对配置资源的劳动力市场提出了严峻挑战。煤炭资源型省份人力资源工作要尽快实现从粗放型向精细化服务的转换。政府要从体制上解除分割状态,利用自身资源优势和政策优惠为实现彻底转型打好基础。
Coal resources -based provinces are crying out to solve those problems of overcapacity, industrial structure optimization and upgrading under the background of China' New Normal,which has a higher request for quantity and quality of human resources; and which is a big challenge for those transition regions' labor markets. Human resources in those regions should be transformed from extensive service to fine service as soon as possible. The government should remove the state of separation from the system and mechanism,and make use of its own resource advantages and preferential policies to lay a solid foundation for the complete transformation
