The ＂veil of ignorance＂is a device of representation in modern contractariansim with the function of hiding private information of individuals while making rational choices.As a Rawlsianist,Buchanan borrows the analytic tool of ＂veil of ignorance＂in his theory of justice.When discussing the renegotiation relationships between theory of justice of contractualism and constitution rules,Buchanan limits his ambition at the level of procedure justice,and takes non interest ethic problems in constitution into consideration.Due to the insistence on procedure justice,fairness and efficiency,as the two most important value purposes of transitional period,are coordinated to the maximum degree in Buchanan’s theoretical system.
