在综述现有文献的基础上,建立基于政府R&D投入→企业R&D投入→技术进步→经济增长过程的政府R&D投入绩效分析框架和计量模型.模型的实证结果表明,政府R&D投入对企业R&D投入的引致效应比较显著,我国政府R&D投入第一个环节的效果较好;企业R&D投入对于技术进步的引致效应比较显著,同时可以反映政府R&D投入在其中的作用.在经济增长模型深化的基础上,分析表明技术进步对促进经济增长、降低能源消费和减少污染方面的作用尚未显现,政府R&D投入第三个环节的效果不太明显,创新成果的转化工作有待进一步加强.
Based on the literature review,it establishes an analysis framework for the government R&D input performance on the base of the process of government R&D input→the enterprises R&D input→the technological progress→economic growth.The result shows that,the leading effect of the government's R&D input on enterprises R&D input is more significant and the effect of China government R&D input in the first session is good;the leading effect of enterprises R&D input on the technical progress is relatively significant,and it can reflect the effect of the government R&D input.Based on the deepening of the economic growth model,it shows that the role of the technology progress in promoting economic growth,lowering energy consumption and reducing pollution has not yet been seen,and the effect of the third tache of the government R&D input is not significant while the conversion work of innovation achievements needs to be further strengthened.
