2009年8月广东省政府《关于推进“三旧”改造促进节约集约用地的若干意见》出台,标志着“三旧”改造在广东省正式推开。本文以东莞市为例,分析了“三旧”改造政策的实施过程及其创新点,并运用博弈论对“三旧”改造政策进行了综合评价,进而探讨了政策的实施前景。研究发现,在“三旧”政策框架下,城市中心区及发展条件较好的工业区的改造意愿和改造可行性将增强,而市区外围、低效厂房和偏远旧村则将成为政策死角。针对这些问题,应进行市镇协调、平衡开发等补充政策。
This paper reviews the formation and innovation of urban renewal policies in Dongguan, evaluates them with game theory, and discusses their applicability. It points out that it is much easier to carry out urban renewal in downtown and developed manufacturing zones than in peri-urban areas, inefficient factories and remote villages. Therefore, specific and coordinating policies should be in place to address these issues.
