资格预审是工程招投标中最主要的评审工作,需要对承包商的财务情况、技术能力、工程经验、商业信誉等方面进行审查筛选,以确定具有承揽工程资格的承包商,提高正式投标时的工作效率。恰当的评审方法能够有效的降低评审的周期及费用,对后期工程的建设也提供了保障。本文在现阶段的评审方法上,采用了专家打分与RBF神经网络纵向结合的方法,对承包商进行资格审查。此方法的特点是能够针对不同的工程需求定性的分析又可以通过神经网络消除个别专家的主观随意性,最后通过实例验证此方法,得出该模型具有一定的应用价值。
英文摘要：
Prequalification is the main work of engineering bidding evaluation work,need to review and screen the contractor＇s financial situation,technical ability,engineering experience,business reputation,etc,to determine the engineering contracting qualification of the contractor,enhancing the working efficiency of the formal bid.Appropriate evaluation method can effectively reduce the review cycle and cost,also provides the guarantee for the construction of the late.This paper,based on the method of review at the present stage,puts forward the expert scoring and RBF neural network to review the qualification of the contractor.The characteristics of this method is able to counter different engineering requirements of qualitative analysis and can be eliminated by neural network of individual experts subjective capriciousness,finally through an example to verify this method,it is concluded that the model has a certain application value.
