Because of lack of definite localization for each administrative area in the fiver basin, water ecological safety for has more and more bad effect on social and society, as a result, it does harm to coordination among social development, society advancement and ecological environment protection. The paper goes into mechanism for ecological compensation of river basins based on principal function regionalization, according to restrict factors analysis existing practice of ecological compensation for fiver basins.
