Based on the study of information technology adoption capability and using the capability maturity model（CMM） in the process of software development, an enterprise information technology adoption capability maturity model is built, with the capability maturity level, the responding level features, key process areas, and key practices analyzed. And also, an evaluation model of capability maturity is constructed based on the variable weight method and fuzzy theory. The model is tested with an example of an enterprise in the western area. The method proves to be effective and reasonable, which can be used as the guidance for the optimization of the enterprise information technology adoption capability.
