This article has explored the practical foundation for formation of recycling economy ethics, such as value foundation, social foundation and material and technical foundation, and its practical reason of intrinsic nature, nationality or modernity, globality; and illustrated the basic route for strengthening recycling economy ethics, i.e. advocating three spirits, the first, scientific spirit with seeking truth and being pragmatic as the core; the second, national spirit with patriotism as the core; and the third, the spirit of the age with reform and innovation as the core; especially, this article, attaches great importance to the mental liberation and socialist core value system as the reminder and guarantee of the development direction of recycling economy ethics.
