目的:研究基层农村医疗卫生服务机构医生激励机制。方法:对金华市9县区190个农村地区医疗服务提供机构进行了全覆盖调查,在此基础上进行实证分析。结果:非经济激励对于农村地区医生具有有效的激励作用,而经济激励的负面效应受到医疗机构的服务范围和医疗机构的级别影响显著,而所有制性质并没有显著影响。结论:对于农村地区医疗机构医生的非经济激励应该给予充分重视,经济激励则需要根据医疗机构的服务范围和级别进行不同的设计。
Objectives:To study the incentive mechanism for doctors in medical institutions at rural areas.Methods:Empirical analysis is done based on a survey of doctors in medical institutions at rural areas of Jinhua,including 190 medical service delivery institutions in 9 counties.Results:Financial incentives can lead to negative effects on the quality of medical service,which depends on the scale and rank of the medical institutions,not on the ownership.Non-financial incentives can play a significant role in the behaviors of doctors at rural areas.Conclusion:Nonfinancial incentive measures can play more important roles at rural areas,and different financial incentive measures should be designed for different medical institutions.
