The formation and development of economical and monetary theories should adapt to the development stage of social productivity. It requires some essential conditions to bring the effect of aggregate monetary policies into flail play. It is the characteristic of imbalanced productive structure that determine the necessity that the monetary policy should exert certain function to adjust the structure of economy. SVAR model shows that there is obviously regional effect of monetary policy in China and it is necessary to apply structural monetary policy.
