英文摘要：
To realize the transformation from large country to a power of higher education is the primary objective of development of China＇s higher education in the early 21 st century. There are two main aspects of building a power of higher education as follow ： to build several world-class universities and high level universities and build several strong provinces of higher education. As a leading province in national economy and social development, Jiangsu province should take the lead in becoming a strong province of higher education. Therefore, the focus of reform and development of higher education of Jiangsu province should be adjusting structure, strengthening connotation, guaranteeing quality, and promoting standards in the 21 st century.
