在土地资源日益紧缺、全球金融危机和产业与劳动力双转型背景下,珠三角转型社区的物业依赖型经济面临前所未有的发展压力。这种本质上以土地租赁为核心的经济发展模式亟需在新的经营管理变革、政策制度转型和土地利用结构重组上寻求突破。珠三角转型社区物业依赖型经济具有以土地为基本生产资料、物业租赁为主要收入来源、福利性和事务性支出为主、物业产权薄弱和原村民对集体经济依赖强化的特点,存在着特定的历史背景、发展轨迹以及塑造这种经济发展形式的多种因素和根源。针对其存在的困境和问题,提出应对物业依赖型经济的社区管理、经济发展方向、土地管理政策和空间规划等事宜在新的发展形势和政策环境下进行优化,以推动转型社区物业依赖型经济向投资型实业经济的过渡。
Property oriented economy of transitional community faced unprecedented pressure under the development background of land scarcity, global financial crisis and dual transition of industry and labor in the Pearl River Delta (PRD for short). This kind of essentially land based economical development model need break quest in new manage change, policy transformation and land use reconstruction. On base of property oriented economy of transitional community in PRD with the characteristics of land as the basic means of production, property leasing as the main source of income, expenses dominated by welfare distribution and routing management, the vulnerable property right and the strengthening dependence of former on community economy, on consideration of the evolution principals and influential factors of property oriented community economy in PRD, the article pointed out roundly the main dilemmas and problems as well as put forward some regulatory approaches of this kind of development method to promote the transition from property oriented economy to investment industries in community management, economy development direction, land management policy and spatial planning under the new development situation and policy environment.
