Under the accelerating urbanization in current China, a comprehensive and objective analysis on regional urbanization is very important for making a scientific citydeveloping strategy. This paper aims at building an evaluation system of urbanization comprehensive estimate development, estimating the comprehensive evaluation index of 17 cities in Shangdong Province from five main aspects and grading them into three levels, adopting analytic hierarchy and process clustering analysis, comparing and analyzing their urbanization qualities.
