从全球经济发展的角度来看，人才自由流动有利于社会资源的有效配置。但对于中国这样的发展中国家，人才大量外流则会产生严重的后果。本文基于中国近几年人才回流的计量分析，研究了人才回流与经济发展、人文与科研环境等因素的关系，得出促进经济快速发展，提升高等教育水平，提高人均国民收入以及增加科研经费投入，才能从根本上吸引人才回流的结论。同时借鉴三国时期吸引人才的思想与经验，提出了促使我国人才合理流动的措施。
英文摘要：
From the perspective of global economic development, the free movement of person is beneficial to the effective allocation of social resources. While, as China, a developing country, massive brain drain will cause a series of serious consequences. This article, which is based on an economic analysis of the brain gain in recent years in China, elucidates the relationship between return of talents and economic development.humanistic and research environment and other factors. Therefore, we draw a conclusion that our country can fundamentally attract talents returning by promoting economic booming, improving education level, increasing national income by capita and building up research fund input. Furthermore, drawing on strategic thought and experience of competition for talents during the Three Kingdoms period, the author provides some rational recommendations.
