热电联产的调节能力是制约我国三北地区风电消纳的主要因素之一,储热是提高其调节能力的有效手段。该文提出一种风电场与含储热的热电联产形成共同体联合运行的调度模式,并基于该调度模式提出了考虑风电出力不确定性的联合系统优化调度模型。该模型充分利用储热带来的灵活性实现联合运行系统在上网收益和惩罚费用之间的协调,获得收益最高的风电场和热电联产联合优化运行的调度策略。仿真分析了不同运行模式下的系统运行收益,并讨论了电价因素对于运行结果的影响。该联合运行优化调度模型在我国当前电力市场改革及鼓励可再生能源调峰机组优先上网背景下,对风电场和热电厂与电网的协调运行具有重要的参考价值,能有效促进风电消纳。
The adjustability of combined heat and power (CHP) plant is one of the main reasons for wind power curtailment problem in northern China, and thermal energy storage (TES) is an effective way to increase flexibility for CHP. A novel dispatch mode for the joint operation of wind farm (WF) and CHP plant was proposed in this paper. Based on wind power forecast scenarios, an optimal dispatch model for this operation mode considering the uncertainty of wind power output was proposed. This model can make full use of the flexibility provided by the TES system in CHP plant to realize the coordination between the revenue of selling electricity and the penalty cost for CHP and WF, and thus obtain the optimal operation strategies for the joint operation. Then the system operation benefits for different operation modes were analyzed, and the influence of electricity price on operation results was discussed. Under the current background of China’s electric power market reform, the proposed joint operation optimal dispatch model can provide useful information for the coordinated operation of WFs, CHP plants and power grid, especially when there is bidding priority for these peak load units used for renewable energy integration in the market, and besides, this operation mode can promote wind accommodation effectively.
