生态效率是衡量循环经济发展水平的重要指标,反映了经济发展中利用自然资源减轻环境压力的效率。尝试将数据包络分析(DEA)方法运用到生态效率的实证研究当中,从宏观角度对中国2000—2006年区域生态效率进行测度和评价。结果表明:在此期间,中国整体生态效率变化不大,基本保持在0.7—0.8的平均水平,但是区域间生态效率差异明显,东、中、西部效率值分别为0.939、0.712、0.641,东部与中西部地区之间存在着显著差异。工业固体废物、工业粉尘、烟尘等污染物的排放及土地、水等资源的消耗成为影响区域生态效率的主要因素。总的来看,粗放型经济增长方式制约了区域生态效率的改善,推动经济增长方式向集约型转变是提高生态效率、实现可持续发展的根本途径。
Eco-efficiency indicators are used to measure the development level of circular economy,which reflect the efficiency of utilizing natural resources and releasing environment pressure in the development of economic. This essay attempted to apply DEA method to the empirical analysis of eco-efficiency. From a macroscopic point of view,the measure and evaluation were made upon regional eco-efficiency of China from 2000 to 2006. The results show that:①in this period the whole eco-efficiency of China changed little and the values remained about 0.7-0.8,but the difference between areas was obvious. The eco-efficiency values of East,Middle,West regions were 0.939,0.712 and 0.641 respectively. There were significant difference in East region and Middle and West regions. ②Such pollutants as industrial solid wastes,industrial dust,smoke dust and such natural resources as land,water were major factors influencing regional eco-efficiency. ③Generally,the extensive economic growth mode restricts the improvement of regional eco-efficiency,and it is the basic way to improve the eco-efficiency and realize sustainable development that promotes the transformation from the extensive growth to intensive growth.
