本文基于国外福利改进的判断标准和福利衡量方法,通过对淮南市采煤沉陷区的实地调查和访谈,对资源型城市采煤沉陷区农民因农地流转发生其福利的变化,以及土地流转过程中影响农民福利发生变化的因素及福利变化状况进行分析。得到,沉陷区土地流转为生态园的模式能提高农民的福利水平。这为政府更好地治理采煤沉陷区和制定合理的沉陷区土地流转政策提供决策依据;也为深入研究资源型城市政府土地流转补偿政策和社会保障制度的制定提供参考,为全国采煤沉陷区土地治理的改革提供科学的设计方案。
英文摘要：
Basing on the criteria of foreign welfare improving and the measure of welfare measurement , through the field surveys and interviews on the Coal Mining Subsidence , the paper analyzed farmers＇ welfare changes beacuse of transfer of the agricultural land and the factors of farmers welfare changes in the resource-based cities of coal mining subsidence areas. The result was that transfering Subsidence land as a model ecological park to improve the welfare of farmers. It will provide the decision-making basis for for the government to govern coal mining subsidence areas and make the rational land transfer policies. It will provide a reference on studying deeply the resource-based city governments in national coal compensation policies and social security systems for the mining subsidence areas.
