通过建立科技创新与区域竞争力动态关联评价的“投入-产出-协调-发展”概念模型,运用正态云理论,选取全国内地2003-2013年期间区域竞争力进行纵向评估及动态预测,并对东部、中部和西部进行横向比较。研究表明,纵向方面整体区域竞争力状态从“较差”提升至“良好”等级,科技创新与区域竞争力水平有较强的关联性,而R&D投入盲目等短板因素对区域竞争力提升有制约作用;横向方面不同区域间存在区位、文化等差异,导致区域竞争力所属等级相异,总体呈现“东部领先,中、西部赶超”之势。正态云模型评价法对动态关联评价具有较强的适用性,为强化科技创新与提升区域竞争力水平提供了借鉴。
The "input-output-coordination_development" (IOCD) model was established, and the normal cloud theory has been as a research method to research the dynamic relation between scientific and technological innovation and regional competitiveness. The regional competitiveness of China during 2003--2013 were implemented a longitudinal assessment and dynamic prediction,and the eastern, central and western regions were implemented a transverse comparison. Results show that scientific and technological innovation and regional competitiveness level has a strong affinity, and the overall state of regional competitiveness from the "poor" to "good" rating,and short plate factors restricted the regional competi- tiveness promotion,such as R&D input blindly, etc. Regional geography and cultural differences lead to different regional competitiveness level, but through increased investment in scientific and technological innovation and take effective meas- ures to rapidly promote regional competitiveness level. Regional differences lead to regional competitiveness at different lev- els. Regional competitiveness level can achieve rapid ascension,but the relevant specific measures such as strengthening investment in scientific and technological innovation must be taken, and now central and western regions are chasing the eastern region. In addition, the normal cloud model evaluation method has high applicability on the dynamic relation between scientific and technological innovation and regional competitiveness evaluation, and also can provide a method for reference.
