Social health resource was all of the non-governmental financing invested in health, which could make up the shortage of governmental investment. There were two main ways of using social health resource, one was to set up new medical institution, the other was to regenerate existing medical organizations. Both of them could fit different demand of populace, and form competition system inner health market. While there were many problems in using health resource because lack of experience, therefore, equitable policy environment should be set up, non-governmental medical organizations should be taken into regional health plan, modem corporation system should be encouraged, inspection system should be perfected to create benign condition to use social health resource.
