英文摘要：
Public policy deviation is the inappropriate policy contents caused by the defective policy process. Public policy deviation would cause the divergence between the policy effectiveness and the due policy objectives. It is expressed as the public decision power is dissimilated as the leaders＇ willing, the public duties undertaken by public decision makers are transferred to private enterprises and individuals, the overall objectives of public policy over emphasizes economic aspects and powerful groups. Public policy deviation is mainly caused by the dissimilation of subjects, power and value objectives. The persistence of people oriented policy ideas, the emphasis of collective values and ethic construc- tion of public policy subjects, the construction and perfection of government power ethics, the strengthen of value orientation with fairness and publicness at the center, the building of interest conflicts negotiation mechanism and people＇s willing expression mechanism are the approaches to effectively govern the policy deviated problems.
