Energy, economics and society are a complex system, the forward and backward work mechanism are definite through the analysis on the relationship between them. The influential factors including international and national ones, and the national ones consisting of indexes on economy, security--control-ability and energy are induced through the analysis on the forward work mechanism by factor--analysis method. According to social welfare law, by building the effectiveness function and analyzing the contribution of energy security to social welfare, the way to improve the social welfare of energy security is the elasticity of utility for consumption（ q ）, the discounting level（ r ）and the energy exhausted period（T）.
